Ballards worked with the London Borough of Harrow to conduct a Waste Services review.

Key challenge

Harrow Councils Environmental Service is large, complex, politically sensitive, delivering vital services to Harrow residents. The service has seen a large amount of change in previous years with new legislation due to be implemented. Harrow Council wanted to understand how well they were delivering their environmental services and what they could do to improve future service delivery.

Work completed

Ballards helped to benchmark Harrow by comparing their delivery model, costs, technology utilisation, structure and culture to similar organisations. Ballards carried out a comprehensive review of data, benchmarking Harrow against other councils and private delivery services. Ballards worked alongside Harrow Environmental Services staff, conducting and facilitating meetings and workshops to understand and explore key opportunities and pain points.

Results

Following the review and report Harrow Council now has a better understanding of how its Environmental Service perform compared to other organisations delivering similar services. The review has provided Harrow a full insight into their weakness and strengths, along with a suggested roadmap for improving their services going forward.
